GENERAL SYSTEM CHARACTERISTICS, THE STATE AND CHANGES

Interaction of educational establishments of secondary professional and higher education sistems
Before restoration in the legislation of the status of average special educational institutions in 1997 many technical schools are reorganized to the colleges realizing baccalaureate programs and programs of preparation of specialists with the incomplete higher education. Subsequently some of them turned into the higher educational institutions.

Now a number of average professional educational institutions of Kyrgyzstan act as educational structural subdivisions in the structure of HEIs, or in the structures of educational-scientific-industrial complexes. Their educational programs are connected in a practical part with general educational and professional disciplines. The graduates of average professional educational institutions, having received excellent and good estimations, get recommendations for continuation of education on the selected speciality (starting from 3 year course) under the accelerated program in high school. It stimulates pupils of average professional educational institutions to good study. There is going a rapproachement of curriculums and methods of education. Cooperation of the higher and average professional educational institutions allows teachers to exchange experience (teachers of HEIs read lectures in technical schools). Quality of theoretical preparation of specialists of technical schools is rising. Formerlthe demand for specialists of an average level was low, and the technical school became a springboard for reception of higher education in the reduced time. However last years the prestige of the professional (under higher) education in Kyrgyzstan is growing (and many HEIs started to open the structural divisions realizing the programs of initial and average professional education. Only in 2004 the number of technical schools has increased from 65 up to 74. Practice increases for integration of educational professional programs of all levels; conditions for flexibility of curriculums that facilitate opportunities of continuation of education at higher levels are being created.

The basic Law of the Kyrgyz Republic «On Education» regulates activity of all educational institutions of all levels of professional education. However a process of developing the law for each level of professional education, adjusting the relations in each separate subsystem of education is launched.

For example, the Law of the Kyrgyz Republic «On initial professional education» approved on November 26th, 1999 №129 is in operation. The draft laws «On higher professional and postinstitutional education» and "On education of adults" -are being discussed. The law «On average professional education» -is initiated.
