- Equal and Transparent access to higher education;
Development of international relations.
• Higher education and society:
- Training courses for public services (ministries, regional/local authorities);
- Development of lifelong learning in society at large;
- Qualifications frameworks.
National priorities for Structural Measures:
• Governance Reform:
- University management and student services;
- Institutional and financial autonomy and accountability;
• Higher education and society:
- Training courses for public services (ministries, regional/local authorities);
- Qualifications frameworks;
Regional priorities for Joint Projects:

- Governance reform: University governance and students services, quality assurance, institutional and financial independence and accountability, international relations
- Higher education and society: Triangle

- Higher education and society: Development of partnership with enterprises, triangle of knowledge: education-innovations-researches, qualification frameworks, training courses for public services (ministries, public, local authorities)
