National structure of the Higher Professional Education: a state and tendencies of its changes
The current List of directions of education and specialities of higher professional education in Kyrgyz Republic have been approved by the order of the Ministry of Education, Science and Culture of the Kyrgyz Republic on December 29, 2000 â„–752/1, it is approved by the decision of National Statistical Committee of the Kyrgyz Republic on May 14, 2001 #43 and entered into action from June 1, 2001. The given List has replaced old the Classifier (List) of directions and specialities of the higher professional education, entered in 1996. If neccesary the changes and additions are introduced in it by the order of the Ministry and are put into operation by the decision of National Statistical Committee of the Kyrgyz Republic.
The list of specialities and directions basically corresponds to the list accepted in the Russian Federation, but it also takes into account the specificity of Kyrgyzstan, a number of specialities in the list are not included, whereas others, reflecting needs of local market are included. The classifier has the following structure:
A. List of directions of preparation of bachelors and masters:
- 510000 natural sciences and mathematics = 11 directions;
- 520000 humanitarian and socio-economic sciences = 24 directions;
- 540000 pedagogical sciences = 7 directions;
- 550000 engineering sciences = 35 directions;
- 560000 agricultural sciences = 4 directions.
B. List of specialities of preparation of certificated specialists:
- 510000 natural sciences and mathematics = 20 specialities;
- 520000 humanitarian and socio-economic sciences = 69 specialities;
- 530000 medical sciences = 6 specialities;
- 540000 pedagogical sciences = 30 specialities;
- 560000 agricultural sciences = 3 specialities;
- 570000 services (socio-cultural and tourism) = 2 specialities.
- Interdisciplinary specialities:
- 610000 natural sciences = 4 specialities;
- 620000 humanitarian and socio-economic sciences = 5 specialities.
C. List of directions of preparation of certificated specialists and affiliated specialities of them higher professional education:
- 520000 humanitarian and socio-economic sciences = 3 directions with 10 specialities;
- 550000 engineering sciences = 51 directions of preparation of engineers where are stipulated from 2 up to 10 specialities of engineers;
- 560000 agricultural sciences = 3 directions with 11 specialities- agronomists and engineers;
- 620000 interdisciplinary specialities on humanitarian sciences with 4 specialities of artists-stylists;
- 650000 natural-technical sciences with 5 specialities of engineers on quality and safety of life activities.
The general tendency of formation of the given List was directed to uniting the specialities in the integrated directions of preparation of the certificated specialists. The number of directions and specialities has been reduced from 357 to 286 (81 from them directions of preparation of the bachelors and masters). It was supposed, that preparation of specialists would be conducted based on a wide structure. However practice shows, that the labour market demands narrowly prepared, the practice-focused specialists with practical activity skills. In this connection in the near future it is planned to reconsider the list with the purpose of its close adaptation to the needs of the employers, and to take into account integration and continuity of the programs of initial, average and higher professional education. A question of interrelation of the list of specialities of the higher professional education with the similar list of specialities of postinstitutional education remains opened.
