Graduation from Higher Educational Institutions.
According to the Law of the Kyrgyz Republic « On education » programs of the higher vocational education have to be finished with obligatory final certification of graduates.
The purpose of final state certification is definition of a level of preparadeness of a graduate of a higher educational institution to performance of professional tasks and conformity of preparadeness to requirements of the state educational standard of the higher vocational education.
Access to the final attestation tests which are a part of final state certification is given to the persons who have successfully finished in full extent the basic educational program in a direction of preparation or a speciality of the higher vocational education, developed by a higher educational institution according to requirements of the state educational standard of the higher vocational education.
Under condition of successful passage of all established forms of the final attestation tests included into final state certification, the corresponding qualifying or academic degree and the diploma of the state sample in the higher vocational education is given to the graduate. The persons trained in or successfully finished the higher educational institutions, which do not have passed the state certification, have the right to current and final state certification in the higher educational institutions having the certificate of the state certification.
Forms of final attestation tests of graduates of higher educational institutions are the following:
- Defence of final qualifying work;
- Graduation examination.
The list of obligatory final attestation tests in directions and specialities is established by the corresponding state educational standard of the higher vocational education.
Final qualifying works are executed in the forms corresponding to certain steps of the higher vocational education: for the bachelor degree - in the form of baccalaureate work; for qualification of the « certificated specialist » - in the form of diploma work (project); for a degree of the master - in the form of master dissertation.
A higher educational institution defines themes of final qualifying works. The student is given the right to select a theme of final qualifying work in the order established by a higher educational institution, or to suggest his own theme with a necessary substantiation of expediency of its development. For preparation of final qualifying work the tutor and, if necessary, advisers are appointed to the student.
Final works of bachelors can be based on generalization of the executed course works and projects and to be prepared for protection in a concluding period of theoretical education. Final qualifying works of especialists and masters are carried out after the end of the basic educational programs of preparation and are a subject to reviewing. The order of reviewing is established by a higher educational institution.
Conditions and terms of execution of final qualifying works are established by the Academic Council of a higher educational institution on the basis of requirements of corresponding state educational standards of the higher vocational education and recommendations of education-methodical associations.
Programs of graduation examinations (on separate disciplines, final interdisciplinary examination in directions of preparation (specialities), etc. and criteria of an estimation of final attestation tests are approved by higher educational institution having took into account the recommendations of education-methodical associations.
