GENERAL SYSTEM CHARACTERISTICS, THE STATE AND CHANGES

Employment of graduates.
The lowest enrollment in republic is observed on pedagogical, humanitarian, agricultural specialities and the law. For anybody (including for entrants) is not a secret: deficiency of teachers is existing only in villages, the salary of the teacher is not so high yet as it would be desirable. In the country there is no sufficient number of workplaces for humanists, the need requirement for manpower resources for agriculture was sharply reduced; in republic there were not demanded 22 thousand lawyers (exactly the number which is educated today). Nevertheless, the population demand for education on these specialities does not fall.

The Ministry of Education fulfills certain work on fastening young specialists in general educational establishments. The form of the Contract with graduates of pedagogical specialities of the higher and average professional educational institutions about obligatory biennial working off in a place of distribution according to the governmental order of the Kyrgyz Republic 519 from September 4th, 2001 is developed. Since 2004, under the initiative of the Ministry and according to the governmental order of the Kyrgyz Republic #702 from September 4, 2004, the State program « The Deposit of the Young Teacher » according to which for 300 graduates of pedagogical HEIs the bank account is opened where within 2 years the certain sum of money is accumulated that promoted fastening of young specialists at schools of the remote regions of republic.

Undoubtedly, one of the positive moments of the decision of a problem of employment of graduates is such practice when HEIs conclude long-term contracts with the enterprises, companies, firms etc. By this they incur rendering to students an additional service - the obligatory supply of work for graduates of the certain qualification. Very perspective form of the decision of a problem is a target preparation of specialists, which has been successfully proved in a number of the European countries. In Kyrgyzstan there is only one educational establishment of a similar structure - Institute of Target Preparation of specialists at the Kyrgyz National University named after J.Balasagyn where the graduates are trained due to the orders of the enterprises, organizations and establishments. Simalteneously the organizations-"customers" are bases of industrial practice of students.

The labour market and the market of educational services in republic are functioning in many respects still separately. According to HEIs' information 70-75 % of graduates on average get a job during the first year of graduation, while monitoring of their employment gives figure no more than 20 %. Most likely HEIs have no real information.

Today they are not interested in it, as their financing does not depend on whether the graduate has got the job or not.

Unfortunately in republic complex scientific researches on a constant basis for definition of the forecast of need of branches of economy in specialists with higher education on various specialities and directions are not carriedon. The structural divisions available in HEIs which are responsible for employment of graduates, and also employment agencies - « Empire of the Staff », «Wordox», «Lugas» and others - do not solve a problem, and are some kind of advice agencies on availability of workplaces.

Now the problem of employment of the graduates becomes actual for HEIs. In many HEIs the centers of career and employment are created which under the projects financed by the various international organizations study and introduce practice of tracking of graduates, give students courses of fundrising, of promotions of career, of selfpresentation to the employer.


Rates of Academic Staff Salaries.
One of the priorities set in the State doctrine of education adopted in 2000 is content of stability and optimization of financing and management in the sphere of education taking into account modern technologies, modern and adequate payment, observance of the labour legislation. Stability of functioning of sphere of education defined by a level of financing (Table 8).

Wages of the faculty of higher educational institutions are:
- The doctor of sciences, the professor - about 50 dollars.
- The candidate of sciences, the professor - about 48 dollars.
- The candidate of sciences, the senior lecturer - about 33 dollars.
- The candidate of sciences, the assistant - about 20 dollars.
- The senior teacher - about 25 dollars.
- The teacher - about 22 dollars.
- The assistant, the teacher - about 18 dollars.
- The teacher-trainee - about 15 dollars.
