One of priority problems of education in the republic is its integration into world educational space. In Kyrgyzstan a number of interstate HEIs and faculties are created on the basis of the interstate agreements providing a mutual recognition and equivalence of documents on education, scientific degrees and ranks. Thus, in Kyrgyzstan the state HEIs of a double subordination are created together with Russia, Uzbekistan and Turkey. Also within the limits of the signed intergovernmental cooperation agreements in the field of education in Kyrgyzstan private HEIs under bilateral contracts of founders, or joint faculties under interuniversity contracts of HEIs of the CIS are organised.
There are 10 branches of the state and private HEIs of Russia and Kazakhstan in the republic, acting on a basis of the Agreement on creation and functioning of branches of higher educational institutions in the states-participants of the Treaty on Customs Union and Uniform Economic Space from February 26, 1999 approved by the governmental order of the Kyrgyz Republic from December 18, 2000 #741. Also within the limits of cooperation in the field of education of the states- participants of the CIS on the basis of the Bishkek Humanitarian University the branch of basic HEI of the Moscow State Linguistic University was created, and the Kyrgyz National University named after J.Balasagyn cooperates with the Moscow State University, carrying out an exchange of students and improvement of professional skill of teachers.
In sphere of education communications of more than with 50 countries of near and far abroad are established. The contractual legal base is presented by more than 60 agreements within the limits of which more than 3000 Kyrgyz citizens will receive higher education in educational institutions of other countries.
Today in HEIs of the Kyrgyz Republic about 7000 foreign citizens are trained, more than 1000 from them within the limits of the international agreements on the cooperation in the field of education. Joint research programs are not yet realized in the field of education in the republic.
According to the Agreement on formation of uniform (general) educational space of the CIS, the legislation in the field of education is developed in view of the model laws accepted in the scale of the CIS. In a basis of development of educational standards in the Kyrgyz Republic the Russian sample model of the educational standard has been used but national specificity of educational system and the policies of Kyrgyzstan were taken into consideration.
