Lisbon Convention.
Under the legislation the Ministry of Education, Sciences and Youth Policies of the Kyrgyz Republic posesses function of a recognition and an establishment of equivalence of various national degrees (diplomas). Now the Ministry gives the confirmation paper that education in the document presented by the person corresponds to the certain level of education system of the Kyrgyz Republic. Function of an establishment of equivalence of the content of educational programs is transferred to higher educational institutions. At start of employment or on continuation of education of citizens with the diploma of foreign HEI conformity of the content of the declared education to a demanded level is established.
In interstate HEIs (Kyrgyz-Russian (Slavic) University, Kyrgyz-Russian Academy of Education, and also branches of many Russian HEIs) according to interstate agreements delivery of two diplomas is stipulated - Kyrgyz and Russian ones.
Integration into the international educational space is promoted by participation of Kyrgyzstan in Lissabon Convention on recognition of qualifications and the degrees of higher education in the European region from April 11, 1997. The Convention was ratified by the Jogorku Kenesh of the Kyrgyz Republic (Parliament) in 2003.
Problems in sphere of recognition.
There are a big variety of education systems and their educational programs in the world. The necessary information on the status of an educational institution, level of programs frequently is not specified in diplomas. In this connection there are the problems connected with definition of a skill level of the bearer. In particular, the document on education can refer to as the diploma or the certificate, and the program is specified as of not university type. Or the educational institution has the status of college, and the designated program relates to a level of the master. There are cases when documents are presented with the one-year course preparation applying for a level of master though for achievement of such level it is necessary to study 5 years
The important problem of organizational character is acknowledgement of authenticity of the presented documents and acknowledgement of a corresponding educational level.
The great value thus has transition to the international standards (filling of the Appendix to the diploma - Diploma Supplement). In Kyrgyzstan at the level of the ministry there are no official documents directed on the decision of the given problem.
